Born 4 July 1955. Promotee from Arunachal State Civil Service (inducted 1995). Served as Deputy Commissioner of Tawang (1992), Secretary (Education), and Managing Director of APIDFC. In May 2007, China denied him a visa for an IAS delegation tour citing his Arunachal origin – a move India protested as sovereignty infringement. Retired July 2015 as senior secretary.
